Balancing Heritage Conservation and Sustainable Development - The Case of Tirana/Durresi - Architect Fatlinda Struga and Architect Marsida Gorea

High rates of urbanization, the climate change and the consumption of non-renewable resources are focal points of the debate regarding the future development of cities. Historic cities or historic parts of cities are under increasing pressure. For this reason, it is important to integrate the objective of sustainable development of the historic urban landscape into urban conservation policies and strategies (UNESCO Recommendation on the historic urban landscape, 2011). The recommendation underlines the current international focus on providing an approach that integrates historical conservation and urban development, in balance with social, environmental, economic and cultural sustainability. In this context, some questions arise: how can urban conservation be opened to sustainability while keeping intact the tangible and intangible values of heritage? What strategies and policies can be implemented to this end? Recognizing that sustainability is one of the main challenges for urban conservation, this document aims to present the case of the city of Tirana, the capital of Albania.

Since 1990 Tirana has experienced a very rapid urbanization that has brought the territorial growth of the city beyond the existing borders, as well as the increase of the building density in the existing areas. The increase in building density in many cases has been associated with the damage and / or demolition of buildings and areas of historical and cultural interest. The case of Tirana is an example to demonstrate the need to use urban conservation tools in accordance with the sustainability objectives. Positive examples and practices would help to find effective ways to preserve heritage in the context of sustainable urban development.
